City Council Meeting January 14, 2026
Everton City Hall
6:00PM
1) Call to Order-Mayor Vicky Cole called the meeting to order at 6:04pm
2) Roll Call-Alderman present: Ray Shearer, Lisa Propst, Robert Bookout
3) Approval of tentative agenda-Lisa Propst moves to approve agenda, Ray Shearer second. All in favor, none opposed.
4) Approval of the minutes: December 19, 2025, city council meeting-Lisa Propst moves to approve the minutes, Ray Shearer second. All in favor, none opposed.
5) Approval of pending bills- Lisa Propst moves to approve all pending bills, with the exception of the Lauber Municipal Law invoice, which will be sent to Rober D' Amato. Ray Shearer second. All in favor, none opposed.
6) OLD BUSINESS:
a) Fire Department lease-The board of Alderman will type up the lease and have it ready by Monday 1-19-2026.
b) Resolution 01-14-2026-DNR resolution allowing Lisa Propst or Ray Shearer to sign payment requests for DNR during the water project. Lisa Propst moves to approve this resolution. Ray Shearer second. All in favor, none opposed.
7) NEW BUSINESS:
a) Removing Robert D' Amato from the bank account-Lisa Propst moves to approve this, Ray Shearer second. All in favor, none opposed.
b) Adding Lisa Propst to the bank account-Ray Shearer moves to approve this, Robert Bookout second. All in favor, none opposed.
c) An intern for the Spring-Lisa Propst moves to approve this, Ray Shearer second. All in favor, none opposed.
d) Hiring an accountant-Lisa Propst moves to approve this, Ray Shearer second. All in favor, none opposed.
Purchasing an external hard drive-Lisa Propst moves to approve this, Ray Shearer second. All in favor, none opposed.
8) Monthly Public Works update: Joe Thompson-not at the meeting.
9) Monthly Maintenance: Jason Kennedy-Jason updated the board on the work being done at the Dunkle St. lift station. Work will start at 8:00 am on Thursday 1/15/2026 and should be completed that evening.
10) Agenda Requests:
a) Konya Mueller- Lisa Propst addressed this agenda request. Konya Mueller expressed concerns about the nuisance letters, water bills, outgoing communication, and records request. Council answered to the best of their abilities. Ten nuisance letters went out on December 10, 2025. The board will be researching legal and feasible ways to move forward on this issue.
Water bills-there has been zero accounts forgiven in November, December and January. Konya requested clarity on Gene Douty's bill. Vicky had informed her about the bill that Gene had submitted to the city.
b) Marchelle Roe-Asked for Clarity of who the City Clerk was. Questioned Ray
Shearer about a message she had sent him back in August of 2025. Ray agreed to meet with Marchelle in the future if she needed him. Marchelle asked about the $20.00 deposit for records request.
Norm Wilson then asked to speak-
He questioned the $20.00 pre-payment for records request. He asked for a statement of services provided.
c) Krista Guy- Came to discuss with the board the property at 116 W. Short Street. Regarding the water bills sent since June of 2025. She quoted RSMo 640.648 and asked if there was currently an ordinance in Everton against residents having a private well. Mayor and Council are unaware if there is currently. Discussion included the year and what houses were involved in the implementation of the city well. Krista Guy recommended that the board refund this resident's water bills, taxes and late fees. She asked Jason Kennedy if he had ever read a water meter there. Jason could not confirm or deny. Discussion of current Alderman duties and current state of affairs of city hall office was offered by Lisa Propst. Vicky Cole discussed Civil Conspiracy Harassment and the recent increased requests of city hall documents. Krista Guy asks the board to make a motion to refund erroneous charges, late fees and taxes for 116 W. Short Street in Everton, MO until the water meter can be located.
Lisa Propst makes a motion to approve this. Ray Shearer second. All in tavor, none opposed. Minimum water and sewer fees were discussed.
11) Closed session-No motion for closed session.
12) Adjourn-Lisa Propst makes a motion to adjourn. Ray Shearer second. All in favor, none opposed. Meeting adjourned at 6:50pm.
